Theory test and practical exam in my town

Although the town I live in is quite small (less than 10000 residents) it managed to become popular thanks to one thing. It"s the countries lowest rate of successful driving license examinations! As usually, the exam consists of the Theory test and a practical part. As far as the Theory test is concerned there is nothing unusual or extraordinary that would distinguish our centre from all the others. The statistics speak for itself - our rates show that more than 80% of Official Theory test exams are positive. The score does not reach out of the boundaries of the national average number. Quite opposite a situation is to be dealt with when talking about the practical part. Even talking about it brings back bad memories connected with one of the instructors. This guy is a real nightmare of all the examinees. You need to be destined to be a winner to pass the test under his supervision. He keeps on nailing the asses of every examinee for even the most minor mistakes. Imagine a fat, old guy sitting beside you on the front seat of the car laughing at you and telling you to get out of the car cause you are too stupid or something like that. There have been a lot of complains to the centre but the situation remains unchanged, no one does a thing about it. This is how it looks in our town.
